Haavio-Mannila, Elina et al. (eds.) (1983). Keskeneräinen kansanvalta. Naiset Pohjoismaiden politiikassa. Oslo: Pohjoismainen Ministerineuvosto. (Also published by the Nordic Minister Council in Scandinavian languages, and in English: Unfinished Democracy. Women in Nordic Politics. Oxford: Pergamon Press.)

The book was a first joint endeavour by Nordic feminist scholars, resulting in a comprehensive textbook on the political status of Nordic women from a comparative perspective. The scope of the study consisted of analysing the role of the women's organisations; the position of women in parliamentary, municipal and corporate decision-making; and the role of state equality policies. The results pointed out that women were still a numerical minority in political decision-making and their political influence was limited, due to structural barriers. Especially two analytical concepts were emphasised: the iron law (the higher the position, the fewer women there are to be found) and the vertical and horizontal division of labour in politics. However, women's action was highlighted as a means for change.
