The book outlines the efforts of the municipalities to support and promote democracy and transparency in political decision-making. Furthermore, it looks at the interaction between the decision-makers and the inhabitants in the municipalities during the council term 1997-2000. The book is based on two surveys and related to the new Local Government Act of 1995, and it assesses the influences of the reform on the municipal politics. The focus is on the possibilities of the municipal council to influence, as well as on the changes in the structures of other municipal decision-making bodies, such as the executive board and the committees. Another main theme of the book consists of drawing the "portrait" of a Finnish municipal manager and clarifying her/his role in the strategic management of the municipalities. Finally, the authors consider the implementation of the methods of direct participation established by the new legislation in the municipalities.
