In this study, belonging to the "Finnish Local Government 2004" -project, the issue are the municipal holders of positions of trust and functionaries. The authors summarise the results of an enquiry into the municipal actors according to gender and age, socio-economic and professional background and relations to politics and the third sector. Furthermore, they outline the views and opinions of the actors on e.g. municipal services, as well as actors' evaluations on their possibilities of influence. Finally, an analysis of the municipal power structures and the politicians' participation and networking profiles is presented.
