A Study on the Local Elections and Nomination of Candidates in 1996). Helsinki. Suomen Kuntaliitto. Acta 105. This collection of five articles presents a survey of the municipal elections in 1996 and their processes of candidate recruitment. An examination of the background of the candidates show that electoral candidates had more experience in politics than they used to in the 1980's. While comparing the socio-demographic characteristics of the candidates and the elected councillors the authors conclude that middle-aged men with high education men are clearly over-represented among the elected. When studying the recruitment process, the authors find out that most of the candidates recruited already have some kind of a position of trust in the municipality. Their motivation to participate in politics is mainly to influence the outcome of various issues in the local authority. The analysis of the phases of recruitment shows that they are more strongly regulated by each party's own unofficial norms than by the relatively loose legislation concerning local elections. The book gives an interesting general view on the current actors in the Finnish municipal politics. |
