The study uses the so called 'Delfi' method in order to estimate the development factors, changes in trends and the timing of changes which are central to the local government. The barometer is constructed upon assembled prognoses of three expert groups: municipal managers, chairs of municipal executives, and an external expert group involved in the assessment of various features in the municipal government, such as service production, democracy and financing. The results indicate the growing importance of regional and international Cupertino as well as of Cupertino between the local government and the third sector.
