Bibliographie Pohjola, Anneli (1997). "Naiset paikallishallinnossa. Äänioikeudesta tasa-arvoon?" (Women in the local government. From the right to vote to equality?). Naistutkimus-Kvinnoforskning 3/1997, 36-42. Pohjola's article was a case study of the implementation of the new gender quota law after the municipal election of 1996, in the 22 municipalities of the province of Lapland. The data consisted of electoral statistics and local newspaper articles. In the studied municipalities, the proportion of women councillors varied hugely (6.7 % - 45.7 %), but the municipalities were nevertheless compelled to select at least 40 % women to the municipal executive boards. They succeeded in fulfilling this minimum figure, but not without difficulties. As the local newspapers reported, 'the women problem' was the big issue in the selection process. Women were depicted as lacking in political expertise and interest, whilst men were seen as the positive opposite. Also, the quota law was circumvented by various means. Moreover, gender was not considered in the selection of chairs (outside the quota law regulations) that remained a male prerogative. |
