In this article, Sari Pikkala compared women's membership in municipal decision-making bodies before and after the implementation of the 1995 gender quota law. The proportion of women in municipal executive boards rose from 24 % to 45 %, in municipal committees from 35 % to 47 %, in regional councils from 17 % to 38 % and in regional executive boards from 17 % to 45 %. All in all, the municipalities conscientiously fulfilled their obligation of realising a gender balance in municipal decision-making, with few municipalities having unlawful bodies, and the horizontal gender segregation almost disappeared. However, the continuation of vertical gender segregation was shown in the underrepresentation of women as chairs of various decision-making bodies. |
